Tuesday in early December in New England, 2345 hours light snow falling temp in the 20's.
The local call dept runs 5 engines, 1 brush truck, 1 ladder and an air truck. A private volunteer ambulance priovides 1 EMT-I level ambulance on staff and is backed up by an all call of the squad for the second rig.
Fire building was built in 1966 and is of type I construction with a wood mansard roof. It is 3 stories tall split into halls on the east (parking lot) and west sides (courtyard) with the laundry and kitchen on the ground floor. There are 2 stairwells on the north & south ends of the buildings. Total of about 80 students and 4 staff reside within. There are 2 other dorms of simliar construction each about 300 feet away from each other. The building is alarmed but not spriklered. There is a hydrant in the courtyard, but the campus water system has been known to be lacking in the past, there are several ponds on campus, some with dry hydrants.
Fire is on the east side of the second floor in a dorm room, on arrival security and dorm staff report they have evacated the building, but at least 1 student is unaccounted for several others are in need of EMS care.
Highest priority for the FD and a twist - what would you as IC expect out of the college staff - which = 4 or 5 residence life staff (modern day dorm mother's if you will) and 1 or 2 security staff with maintenance on call?
