I believe it's an air intake for the motor.  E-19 is stationed close to the airport and the main highway near there - US 1&9 - floods easily.  According to the comments in this link, the air intake on this vintage/model of E-1 were relatively low hence the higher intake.  Pretty unusual. http://www.fire-engine-photos.com/picture/number110.asp
