First up is Hose 1 from Woburn, Massachusetts operating a hose wagon with a 2 horse hitch and what appears to be a basket on top for miscellaneous tools and equipment.

This sturdy looking hose wagon was probably in service somewhere in Pennsylvania. Does anyone recognize the location?

I could be way off base, but whenever I hear "Bureau of Fire" I think of "PBF" or Pittsburgh Bureau of Fire. Hope it helps.

Philadelphia used bureau of fire up to the early 50's, as did a lot of other large cities in Pennsylvania which had paid fire departments.

The use of the "Bureau of Fire" does seem to be local to the Keystone state. Does anyone know why that particular terminology was (is?) used?

It was also used by many cities and boroughs in Pennsylvania to denote the police departments. It seems that in Philadelphia the name was dropped when they changed the city charter and went to what is known as a "Home Rule "charter. I would like to know also how the term came into being.

Hose, a wagon, and not much else. There is a bell, some lanterns, a playpipe or two, and a horse!

Covington, Kentucky Hose 4
Hartke's & Sons Hose Wagon
I would imagine that the men in the photo are the people that built this wagon.

Steve mentioned an eaby photo with three FDNY steamers working and a white hose cart as a fourth piece. Here's a Gleason and Baily hose cart on display at the FDNY training facility on Randall's Island in NYC. It's dedicated to Wm Feehan, Ist Dep Commissioner who was, at age 72, the oldest member of FDNY to lose his life on 9-11-01 at the World Trade Center terrorist attack.
