The 51st annual convention of the International Association of Fire Engineers was held in Richmond, Virginia. The opening session was held on Tuesday October 23, 1923.
The November 1923 issue of The Fire Engineer magazine had lots of coverage on the event. The photo below shows the Gamewell exhibit with the banner above reading:

This display was created for the Utah State Firemen's Convention by the Bywater Fire Extinguisher Company in Salt Lake City and was photographed on August 21, 1913.
